No 1/33 or 1:33 is a different ratio than 33/1 or 33:1. 1:33 means the first item is 33 times smaller than the second, 33:1 means the first item is 33 times larger than the second.

No, these two ratios are NOT equivalent. an amount of 1 for every 2nd amount of 33 is not the same thing as an amount of 33 for every 2nd amount of 1.
