Whole numbers cannot have fractional components and 2/15 is a proper fraction; therefore, it cannot be made into a mixed number either

You just divide 2 by 15 in your calculator (if you don't want to solve it out yourself) and you get the answer.
2/15 = 0.13333333333
This is the same for all fractions.
