I assume by 33 1/3% you mean 1/3, and 29.99 is very close to 30. So 2/3 (1 - 1/3) of 30 is 20.
Also, if you punch 2/3 of 29.99 in a calculator, it gives you 19.9933333 ... If it is a multiple choice assessment, and it says 19.99 as one of the answers, then that's probably it.
