It is 4 + 0.075. so you need to find what 0.075 is as a fraction.
To go decimal - > fraction, multiply by 10/10, 100/100, 1000/1000 etc. until it is a whole number on top.
0.075 * (1000/1000) = 75 / 1000
Then simplify. (Divide top and bottom by 25)
3 / 40
Now convert 4 to over 40, by doing 4 * 40 / 40 = 160 / 40.
Then add 3 / 40 + 160 / 40 = 163/40
