    12 panels

    Step-by-step explanation:

Each panel is 6 feet long and 1 foot wide, which means that each panel's area is 6 * 1 = 6 square ft. A 1/3 panel will then be 6/3 = 2 square ft.

One piece of fabric has an area of 6 * 4 = 24 square feet.

To find how many 1/3 panels Avery can make from 1 piece of fabric, we can just divide 24 by 2 to get 12.

Thus, she can make 12 panels.
