    Perez got 8,652 votes.

To get that you first have to find out how many votes the leading candidate got by solving the expression 5,512 + 1 1/3x = 18,072. (it is 1 and 1/3 not 11/3) When you solve for x you get 9.420. Then multiply 9,420 by 1/3 to get 1/3 of the leading candidates votes, which you get 3,140. Then add 3,140 to 5,512 to get Perez's total votes at 8,852.
