    Y + 4 = 2/3 (x + 7)

    y + 4 = 2/3x + 14/3

    y = 2/3x + 14/3 - 4

    y = 2/3x + 14/3 - 12/3

    y = 2/3x + 2/3

    -2/3x + y = 2/3

    2x - 3y = - 2 < = = standard form
