To find the simpliest form of a fraction, all you need to do is divide the numerator and denominator by their greatest common factor. And since the numerator's (3) and denominator's (21) greatest common factor is 3, divide 3 by 3 and 21 by 3. You will get the answer 1/7. This means that the simpliest form of 3/21 is 1/7.
