Not the way you wrote it, it isn't. Nothing you wrote is repeated, and
there's no note saying that the 561, or the 61, or the 1 repeats.

No it is only a repeating decimal if the number is repetitive for example. 3333333 is a repeating decimal because the 3 repeats with no change of pattern
