How do you do (2 to the - 7) < 2, to the power of negative 7?

    With negative exponents you make it a fraction.

    For example with your equation it would be

    1/2^7<2

    So basically you just flip the fraction to cancel out the negative then you can continue to solve.

    You would combine like terms, combine 2 too 2 and 2 too - 7 it should be 4 - 14
