Let the width be W and length be L

W = 2/3 x L

Perimeter = 280

280 = 2 (W + L); substituting the value of W from the first equation and solving

280 = 2 (2/3 L + L)

140 = 5/3 L

Length = 84 feet

Width = 56 feet
