Each smaller square is a fraction that makes up the garden. If you planted herbs in 3 of the smaller squares of the total 4 you would have 3/4 of your garden complete. Adding basil to the final small square would fully complete the garden because three spots are filled with herbs and the final slot is filled with basil, completing the garden as a whole or 1.
