add 4 to the other side so you get - 1/5x>1 then you divide 1 by - 1/5 and flip the inequality so you get x<-5

    -1/5x - 4 > - 3

    +4 + 4

    -1/5x > 1

    -5 * (-1/5x) > 1 * (-5)

    x > - 5
