What does "Write each power as the product of factors" mean?

Pretend it's 3^3. Do I write it in expanded form like 3x3x3 or the actual answer?

    Powers, exponents, are a short cut to multiplication. Product means multiply and factors are the numbers you multiply. for example 2 to the 4th power
