12.54=13, 7.98=8, so 13+8=21 and 12.54+7.98=20.52 so 21 is the answer

If you round both answers to the nearest whole number, you get about 21. You could also round to the nearest tenth, which means you would get 20.5, but you most likely are supposed to use the nearest whole number as a benchmark which would be 13+8=21
