A gallon consists of 4 quarts so what you want to do is convert the mixed number: 2+3/4 into an improper fraction: 11/4. But you ignore the / 4 part because a quart = a gallon/4. So the 4s cancel out and you're left with 11. So the answer is 11 quarts in 2+3/4 gallons.
