    3x-2y=-16

    -2y = - 16 - 3x Subtract 3x from both sides

    y = 8 + 3/2 x Divide both sides by - 2

    y = 3/2 x + 8 Rearrange to get y=mx+b format.

    m = slope = 3/2

    b = y-intercept = 8
