You can tell by changing the two equations into slope intercept form. x+4y=28 will become y = x/4 + 7 and 2x+8y=56 will become y = 1/4 (x) + 7. By this, we known that the two equations are identical because they have the same slope and y-intercept. In conclusion, the relationship of the two equations is consistent and dependent.
