    2 (L + W) < = P

    L = 2W + 4

    P 38

    2 (2W+4 + W) = 38

    4W + 8 + 2W = 38

    6W + 8 = 38

    6W = 38 - 8

    6W = 30

    W = 30/6 = 5 ... the greatest possible value is 5
