Im asnwering this from my first impression but if she wants the same amount of all of these candies and a maximum of bags she will have to put 1 type of candy in each bag, so the candy she has the fewest of controls the number of bags she makes, so she makes as many bags as there are Reese's

in conclusion she can make 68 bags filled with 1H, 1S and 1R
