    (16 b^7 c^0 a^2) / (8 a^2 b^5)

    (16 b^7 c^0 a^2) / (a^2 b^5*8) = a^2/a^2 * (16 b^7 c^0) / (b^5*8) = (16 b^7 c^0) / (b^5*8):

    (16 b^7 c^0) / (8 b^5)

    16/8 = (8*2) / 8 = 2:

    (2 b^7 c^0) / b^5

    Combine powers. (2 b^7 c^0) / b^5 = 2 b^ (7 - 5) c^0:

    2 b^ (7 - 5) c^0

    7 - 5 = 2:

    2 b^2 c^0

    c^0 = 1:

    2*1 b^2

    Write 2 b^2*1 as 2 b^2:
