164%. The percentage always starts at right of the decimals so. blahblahblah will always be "blahblahblah percent (.64=64%). But it only counts the first 4 numbers past the decimal so. 6405 = 64.05% and. 64053213232 = 64.05%. But if we have numbers to the left of the decimal (1.64), we still only count 4 numbers but it will be more than 100% since there is a 1.
