Why can there be two vertical cross sections for a right rectangular prism and only one horizontal cross section?

The horizontal cross section is parallel to the base. It is always a single, constant sized, rectangle. The vertical one is not restricted to be parallel to any face. So, its size will vary as the prism is rotated. It could vary between a size, the other one or the diagonal (largest), however the height remains constant.
