Yes since 5a - 2a = 9 =
5a - 2a = 3a, therefore 5a - 2a + 9 = 3a + 9

Yes, because if you combine like terms like 5a and 2a. 5a-2a is 3a. But you cannot combine 9 with those numbers. So it is equal.
