    Jerry's expression is correct because in order to have a border, you would need at least a small number of flowers to form it. To figure out if it make sense, you start by looking at the variable and plugging in information given. The expression says that b is greater than one, so you should first test it to see if makes sense if b is zero or one. If you look at the expression with zero, it reads as 0-1, which gives you a negative number. Having negative flowers doesn't really work for this expression given the context of real world flower arrangements. If you put 1 in for the variable, 1-1 gives you zero. Eight times zero would still give you zero. This doesn't make sense for a border number of zero. If the number is anything bigger than one, you then start getting information that could tell you how many flowers to by. Say that the border is 2. You would then get 2-1, which gives you 1. You times that by eight, which would be 8. You then add 10, which would give you 18. This is giving you a number of flowers to buy based on how many borders there are. I'm assuming that you must have at least 2 borders, and that's what b stands for. Multiplying by eight could stand for how many flowers to put in each border. Therefore, each border you increase by, you are multiplying by eight to show how many flowers to put in it. The plus ten at the end of the equation is a fixed number that must represent something else in the decoration of tulips, such as the foundation number for a border that already exists or some other decoration component.
