The equation of the parabola is given by:

y=a (x-h) ^2+k

where:

(h, k) is the vertex:

thus we shall have:

y=16 (x-2) ^2-1

Expanding the above we get:

y=16 (x^2-2x+4) - 1

y=16x^2-32x+63
