    Time = distance / speed

    before the speed limiter:

    t = d/s

    t = 280/80

    t = 3.5 hrs

    after the speed limiter : reduced by 10 ... 80 - 10 = 70

    t = d/s

    t = 280/70

    t = 4 hrs

    with the speed limiter, it would take Tom 0.5 hrs longer ... or 1/2 an hr longer ... or 30 minutes longer
