The answer is - 3 because if you are adding to a negative, you have to have the number that you are adding bigger than the negative number, if you know what I mean. So since four is not bigger than seven, you have another negative, which is three.

4 on number line is to the right of 0 four units, and - 7 is to the left 7. Count left 7 from 4 and you are at - 3.
