It is closest to 1/2. If you give all these numbers a common denominator (let's just go with 10) they will be
48/100, 0/100, 50/100, and 100/100. As you can see, 48/100 is the closest to 50/100, which is equivalent to 1/2

48 out of 100 is closest to 1/2 because there is only 2 more until 50 (and 50 is half of 100)
