Since it is between 8,000 and 9,000 and it is less than 8500, it should be rounded to 8,000.

8 is in the thousand place
to round consider the previous (lower) place which is 3
if the number is >5 then round up
if the number is <5 then round down
3<5 so round down
8000 is the answer
