    The design can be made with concrete do noise doesn't spread all the noise and doesn't make an echo

    The design of the building matters because sound bounces around, it is asorbed by soft material, If it is big and open you might have an echo, so the design affects how the sound bounces and echos, or how the sound is asorbed.
