Why do scientists sometimes have to be philosophers?

Id say a scientist becomes a philosopher when hes on the verge of a major breakthrough. the dude who discover the elements predicted like 20 of them that werent even discovered yet. when he made that prediction he became a philosopher. He had a huge prediction as a scientist.
