    The answer is true, not only will spring tide have the lowest, consequently spring tide is also where the highest tides occur. This occurs after a new moon phase where the difference between the high and low tides are at its greatest. 2 quadrant parts of the globe will experience high tide and the other 2 quadrant will experience the lowest to balance the surface water volume.
