Newtons Second Law states that objects in motion, stay in motion. Seat belts are there to restrain you from moving out of your seat in the incident of a car crashing. Therefore, Newtons Second Law applies to seat belts because they are there to stop you from being in motion with the car, thus not letting you go through the window or hitting your head.
