Technician A says that it is normal to find a little brake fluid behind the dust boot when you pull the dust boot from the wheel cylinder during a brake inspection. Technician B says that if there is any brake fluid behind the dust boot, the wheel cylinder is starting to leak and should be replaced. Who is correct
