The layer that holds almost all of the water vapor in the atmosphere as well as 3/4 if its mass

That layer is known as troposphere. It is the layer closest to earth and holds most dense composition of gases and molecules. Also, almost all of our weather is created in the toposphere and it also contains gases like nitrogen, oxygen, etc.
