    All stars appear to be stationary in the sky, comets, asteroids and meteors do not count as they are not stars unlike what has been seen on the earth

    If the emitting source is moving towards you, it means you'll get signals faster. As a consequence, the frequency will be higher.

    Conclusion : the star is (2) moving away from Earth
