    KE = (moment x angular velocity^2) / 2

    angular velocity = 2 (pi) / t

    so angular velocity = 2 * (pi) / 4.6 = 1.3657 radians

    KE = (0.038*1.3657^2) / 2 = 0.0354 Joules

    Round answer as necessary
