A cyclist who is at rest or is in a fixed position is acted upon by the gravity of the Earth which is set at 9.8 meter per second square, as predicted by Isaac Newton.

During at which time he is at rest, his momentum is known as potential energy, or the output that he can do throughout his cycling movements.

As he's gaining up speed his potential energy is transformed into kinetic energy that will keep on moving unless he hits the break and he goes back to being at rest, then the cycle of gravitational energy, potential energy, and kinetic energy begins all over again.
