When light travels in a vacuum, then there is no resistance to slow or stop the light from traveling. When going through a medium such as water, there is a filter and resistance added to the light, affecting its distance, speed, and strength. If the water is murky, it has more resistance. The same idea is used when wearing sunglasses.
