    I am sorry this is a bit late! I hope it is still relevant! So, when you have a liquid, we know that the molecules are able to slide past one another, however they are still pretty tightly compact in comparison to a gas' molecules. So since the molecules are not able to move freely, we know that the intermolecular forces must be at least equal, if not stronger than the kinetic energy. This means that our correct answer would be C.
