    I believe the answer is: Speech intended to cause panic or harm

    For example, when a group of people banded up together and peacefully protest a legislation, this action would be protected by the first amendment.

    But, when the group of people started to threaten to blow up the white house, then this action is considered as hate speech and would not be protected under the first amendment.
