    The power of the federal bureaucracy expanded greatly in the 1930s out of the fear of scarcity that the Great Depression produced. It then expanded greatly once more in the early 2000s as the National Security Apparatus exponentially grew to meet the threat of terrorism. In both instances, America was afraid so the federal government grew.
