What events show that federalism has been dynamic rather than static since the 1960's?

    Since the sixties, one of the key events portraying federalism as dynamic is war. Vietnam, Desert Storm, and the war on terror were of crisis proportions requiring federal government action. Other examples are federal government led domestic and international commerce pacts and increased taxation.
