    The problem arises with establishing whether the children have a problem because of some sort of disability or simply because they are not proficient enough in English. When a child has a problem communicating that could indicate that child possesses some kind of disability that would need to be addressed. But with linguistically-diverse children the problem to communicate might come from the their knowledge of English which can be inadequate so the to educators need to be careful not to wrongly deal with these kind of children.
