Why do some people believe that interest groups are biased towards the non-elite?

    Some people believe that interests groups are biased towards the non-elite because they are in place to preserve the rights of every American citizen to be a part of the political process. While many argue that the elite groups are benefited by these interest groups due to the money they can put into them, the non-elite benefit in their ability to change public policy.
