In what form of government do sovereign state have more power than the central government and why

    I Believe the answer is: Confederate--or a confederation of states.

    In the confederate form of government, each states within the country have the voting power to overrule the regulations that made by the government.

    This would make the government significantly weaker compared to the states and would basically give no influence to control the actions made by the states.

    Unitary is no state sovereignty.

    Authoritarian is a dictatorship.
