Which principle implies that the People are the ones with the Power over the government?

    I believe it would be Consent of the governed principle.

    Consent of the governed principle indicates that people that held the position on the government only able to do so because the citizens allowed them to.

    So, even though the citizens do not have the right to directly create regulations, they could easily replace the officials who are not willing to create regulations that they want.
