Why does squeaky not know at first who has won the race in "raymond's run"?

The answer to this question is Raymond has climbed the fence.

The race was really close between squeaky and raymond. But before the judge could determine who win the race between them, Raymond climbed the fence to be with his sister.

Eventhough she felt that she'd might has won, she wouldn't know for sure.
