Jumping conclusion bias (or jumping to conclusions) is a phenomenon in psychology that refers to someone deciding something or coming to a conclusion without all the facts. Ted didn't even let Janine finish her speech before he said it was boring.

He isn't listening and already ruling the material as boring therefore he will not be as willing to understand the material and his mind will wander elsewhere
